Labor Day Meeting notes


 

TCPOA Board Meeting – September 7, 2009

 

Board Members Present:
Dave Inglehart, Steve Jackman, Don Rush, Cheryl Fairbrother, Julia Flanders, Paul Belmain, Mac Blanchard, Jan Waterman, Glenn Daukas.

 

  1. The business of Paul Belmain’s email exchange with President Dave Inglehart was discussed.  Paul believes his work on the road should cover his dues for 2009.  He indicated he has expended approximately $150.00 in fuel alone.  Paul also brought up the discussion regarding equal expenditure of dollars on both roads.  This led to a discussion that to be a Board Member in Good Standing the board member must be current on membership dues.  A motion was made and seconded to vote that a board member must be in good standing to attend and vote at Board meetings.  This motion passed 9-0.  It was also agreed that future road maintenance will be conducted based on need (negative impact to property and lake).  Paul Belmain agreed to pay his 2009 dues by the end of the weekend making him a Board Member in Good Standing.  
  1. Mac Blanchard gave a summary of outstanding dues payments as follows:
    • 34 letters were recently send out and 19 payments were received;
    • A total of 37 camps have not paid dues for 2007 through 2009;
    • A total of 54 camp owners have not paid dues for 2009;

 

There was some discussion as to how to encourage delinquent camp owners to pay dues; however, no decisions were made.

  1. Fall Roadwork was discussed.  Two board members from each road will walk their perspective roads to identify areas needing attention.  This was agreed to be completed by September 13th so an itemized work list can be prepared. 

 

  1. The Willimantic Town Meeting is September 14th.  Cheryl Fairbrother, Don Rush, and Mac Blanchard indicated that they plan to attend and will make a point to clarify with the Town that TCPOA does not intent to conduct the work until next spring.  A copy of the final invoice will also be requested from the Town at the completion of contracted work documenting the total cost of services conducted.
  1. President Dave Inglehart presented fuel gift cards for the use of private equipment for road maintenance to:
    • Tom Crepeau -       $300.00
    • Stephen Jackman - $  25.00
    • Glenn Daukas -      $  25.00
    • Paul Bremain -       $100.00

It was discussed that future volunteer work needs to be coordinated with the Board to be eligible for gift cards.

  1. A motion was made to alternate the location of the Annual Meeting between the two roads.  A vote was taken and the motion passed 9-0.  The 2010 Annual Meeting will be held on South Cove Road at a location to be determined.

 

  1. It was discussed that the insurance company will be contacted for clarification on our policy in regards to the new State Law on Road Associations.
  1. Scott Olson of Applied Forest Management has agreed to trim back the trees along Sebec Shores Road between the “Big Pine” and Tom Crepeau’s property.  It was agreed that the trimming would not exceed 20 from the road center line on either side and the “Big Pine” would not be removed.

 

  1. Cheryl Fairbrother asked how owners thought the “trash pick-up” service worked.  General consensus was that it works well and is utilized by numerous property owners.
